Pilots must register through the [Washington State Parks registration form](https://www.parks.wa.gov/FormCenter/Miscellaneous-12/Paragliding-registration-Fort-Flagler-83). Key guidelines include: 1. Launching pilots have the right of way and may stay close to the bluff during the first pass. After establishing in the lift, normal ridge rules apply. 2. Pilots in flight must yield to launching pilots. 3. Non-flying pilots are responsible for clearing launch and landing areas, keeping spectators 50 feet away. Specific rules to follow: - Do not disturb park facilities, features, or historical resources. - Be courteous to visitors and their activities. - Launch and land only in posted areas; no landing at the campground. - No hang gliding, motorized flying, or RC gliders/planes. - Follow park rules and keep pets on a leash to avoid accidents. Flying at Fort Flagler requires cliff launch skills and a USHPA cliff launch sign-off. The cliffs are dangerous, and a fall could be life-changing. All pilots must be current USHPA members with Cliff Launch (CL), Restricted Landing Field (RLF), and Flat Slope Launch (FSL) special skill identifiers. Pilots must be a P3 or a P2 accompanied by a USHPA instructor or observer.
