Punta San Carlos
Punta San Carlos in Mexico is a great spot for kitesurfing all year round. The recommended wind direction for kitesurfing is coming from the northwest (NW). The wind is usually thermal and blows all year round, can be very strong, with side-offshore winds (which can be turbulent near the shore)​.
The spot is known for having consistent wind, and on a typical trip, you might be able to ride with 9- to 10-meter kites every day. There might even be a session or two on 7-meter kites. There are days when the wind may pick up in the afternoon, allowing you to use smaller kites.
As for surfing, Punta San Carlos typically offers 4- to 8-foot surf every day. The spot is great on a south and northwest/west swell. The best months to enjoy these conditions are late October and April, which are transitional swell months​

The water temperature ranges from 53 to 60 degrees depending on the time of year. It's warmest in the fall, and 3/2 wetsuits and even shorties are sufficient some days. However, a 4/3 wetsuit might be nice to have for the cooler sessions​.
As for the best time to visit, it seems that Punta San Carlos is a good kitesurfing spot throughout the year
